Every Curacao casino license is a record kept by one regulator, the Curaçao Gaming Authority, and you can read that record yourself. This page explains what the license is today, the law behind it, what the regulator does and does not do for a player, and what the JILIEVO lobby’s own Terms state about its application. What a Curacao casino license is today
A Curacao casino license is permission from the Curaçao Gaming Authority for a company to offer online gaming from Curaçao. The authority is a foundation, and its own About Us page dates its incorporation to April 19, 1999. In March 2020 the Minister of Finance mandated it to license and supervise the online gaming sector. Since 24 December 2024 it has held that job as an independent administrative authority under a new law.
That change of law matters because older descriptions of “the Curacao license” belong to the earlier regime. A page written before December 2024 talks about a different ordinance and a different name for the regulator.

Who issues a Curacao online gaming license
The issuer is the Curaçao Gaming Authority, abbreviated CGA. The CGA’s About Us page lists what it does: licensing, supervision and enforcement for online gaming, the same role for land-based casinos since 1999, authority over the numbers lottery since 2017, and anti-money-laundering supervision of the whole gaming industry since February 2019. A Curacao online gaming license is therefore one product of one body, and the register of those licenses lives on the CGA’s own site.

The law behind it: the LOK
The law is the Landsverordening op de kansspelen, the National Ordinance on Games of Chance, known as the LOK. It came into effect on 24 December 2024, and the CGA describes it as a pivotal reform of the online sector. Before it, online licenses were governed by the Landsverordening buitengaatse hazardspelen (LBH), the National Ordinance on Offshore Games of Hazard.
The LBH did not vanish overnight. The CGA says it stays relevant under the transitional provisions of Article 15.1 of the LOK. What the regulator does and does not do for a player
The CGA supervises operators. It is not a court, and it says so plainly on its Online Gaming page. Use this list to keep the roles straight.
- The CGA licenses, supervises and enforces. It can act against an operator where complaints show a breach of the LOK.
- The CGA “does not handle individual complaints against gaming providers”. It does not mediate or arbitrate between a player and an operator.
- The CGA “cannot order gaming operators to compensate players or issue judgments”.
- The CGA encourages players to seek resolution with the gaming provider first and to use the appropriate legal channels where needed.
- The Online Gaming page gives a complaints address for concerns about individual operators, and says the CGA will not disclose the status of any investigation.
A Curacao online gaming license, in other words, tells you that a record exists. It does not give you a claims desk.
How the register is laid out
The register page of the CGA site opens with a warning about its own overviews: they “do not guarantee the current validity of the licenses”, because status can change over time. Under that sits a list of four documents.

The online registry has seven columns: license number, licensee, company type (B2C or B2B), company registration number, issued, expires and status. License numbers begin with the letters OGL or CGA. JILIEVO license: what the lobby’s own Terms state
The JILIEVO lobby’s Terms and Conditions page, read on 1 October 2026, says jilievo.club is owned and operated by Fournine Technology N.V., a company registered under the laws of Curaçao. The same page says the company currently has an application for a gaming license in progress with the Curaçao Gaming Control Board, and the lobby footer says the application is pending. The lobby uses the older board name, so the application sits with the body that is now called the CGA.
That is the exact wording to rely on: an application in progress, as the lobby’s Terms put it. The company name you search is the one printed in the Terms or footer, and the register is the place to read the rest.

A Curacao license casino: three questions before you register
Whichever operator you are weighing, ask the same three questions of it.
- Which company is named in the footer or Terms, and what is its exact legal name?
- Is that exact name in the Online gaming licenses document, and what do the Issued, Expires and Status columns say?
- Does the same name appear in the enforcement register?

What it means for a player in the Philippines
The CGA is a Curaçao body, so its register says nothing about Philippine permission. PAGCOR is the Philippine regulator: its Electronic Gaming Licensing Department regulates local e-gaming and publishes the list of accredited Gaming System Administrators with their registered brands and domain names. If a lobby says it is licensed for the Philippines, that list is where you look the brand and the domain up.
