The Curacao LOK is the law that governs online gaming from Curaçao today, and it took effect on 24 December 2024. Curacao LOK in brief: key dates

What the LOK replaced: the LBH
Before the LOK, online gaming licenses were governed by the Landsverordening buitengaatse hazardspelen (LBH), translated as the National Ordinance on Offshore Games of Hazard. In 2019 the responsibility for licensing and supervision under the LBH was transferred to the Minister of Finance. From March 2020 up to the enactment of the LOK, the CGA handled licensing of the online sector on the Minister’s behalf.
Under the LOK, the CGA is described as an independent administrative authority responsible for the licensing, supervision and enforcement of the online gaming sector. A description of the Curacao license written before December 2024 therefore describes the earlier law.
The phased reform from November 2023
The CGA says it began phased reform of the online regime in November 2023, acting for the Minister of Finance, to lay the groundwork for the LOK. It adds that not all issues can be solved at once and calls the LOK a key component of the reform.

Article 15.1 and the transitional provisions
The CGA states that, despite the introduction of the LOK, the LBH remains relevant based on the transitional provisions that rest on Article 15.1 of the LOK. The regulator does not spell out the detail on that page. Certificate holders under article 5.17
The CGA’s license register links a list of certificate holders according to article 5.17 of the LOK. The list, last updated August 31, 2026, names test laboratories and alternative dispute resolution (ADR) bodies.
